Qamar Arfeen, M.D. Chairman of the Board Dr. Qamar Arfeen is the founder of Harbor Healthcare System, a network comprised of highly specialized healthcare executives which manages several rapidly growing hospices and healthcare organizations throughout Texas and Louisiana. Board certified in Internal, Pulmonary and Critical Care Medicine, Dr. Arfeen has spent nearly twenty years dedicated to the relentless pursuit of improving patient care. Inspired by his patients, Dr. Arfeen has spent years examining the business side of medical practices and hospitals to develop Harbor Healthcare into a modern comprehensive healthcare network focused on refining the quality and efficiency of patient care - particularly palliative care programs. As Chairman and founder of the Harbor Hospice Foundation, Dr. Arfeen is a tireless advocate for increasing awareness regarding the importance of end of life care.
Joe Chapman
Vice Chairman
Joe Chapman is Chief Operation Officer for Harbor Healthcare System and serves as the Vice Chairman for Harbor Foundation. Mr. Chapman brings years of experience in critical care related to trauma as well as intensive critical care management. Mr. Chapman's expertise, knowledge, and leadership relating to the continuum of patient care are priceless for planning and implementation of health care for health care facilities. Joe is an RN, a certified Critical Care Case Manager and holds a Masters degree in Business Administration. Joe also has a degree in Disaster and Emergency Management.
Brad Thibodaux
Treasurer
Brad Thibodaux is the Chief Information Officer for Harbor Healthcare System and serves as Treasurer for Harbor Foundation. Mr. Thibodaux is a graduate of Lamar University and brings over 15 years experience providing vision and leadership in developing and maintaining the computing and communications infrastructure. At Harbor Healthcare Systems, Brad is responsible for the overall direction, coordination, and evaluation of IT and information management systems. Prior to Harbor Healthcare System, Brad worked as the Network Administrator for Southeast Texas Medical Associates. Brad's ability to attain excellence was instrumenmtal in helping the SETMA organization receive the Microsoft Clinic of the Year and Davies Awards. Brad is a Microsoft Systems Engineer (MCSE), Citrix Certified Administrator (CCA), Cisco Certified Network Associate (CCNA).
Tracy Haygood

Tracy Haygood is the Vice President of Finance for Harbor Healthcare System and serves as Chair of Finance Committee for Harbor Foundation.
Maggie Parker
Secretary
Maggie Parker is General Counsel for Harbor Healthcare System and serves as Secretary for the Harbor Foundation. Ms. Parker is a graduate of the University of Texas School of Law and has been licensed to practice in the state of Texas since 1998. She is a member of both the Health Law and Corporate Counsel Sections of the State Bar of Texas and has over ten years of diverse legal experience in areas such as personal injury, civil trial law, commercial litigation and corporate transactions. This broad experience has fueled a dedication to improving the quality of services delivered by the Harbor entities. As General Counsel, Ms. Parker is responsible for the guidance and oversight over all legal matters affecting facilities and organizations in the Harbor network, including the structure and formation of healthcare partnerships, risk management, corporate compliance and remaining abreast of changes in legislation that impact the health care field.
Jennifer Devillier
Executive Director
Jennifer Devillier is the Executive Director for the Harbor Foundation. Mrs. Devillier brings over 16 years of media experience including working with an Advertising Agency along with local Television and radio stations. Mrs. Devillier has a degree in Office Administration of Lamar University Beaumont Texas and has over 20 years of experience in office administration. Mrs. Devillier has served on numerous fundraising events for the Advertising Federation of Southeast Texas. She is looking forward to bringing her knowledge and talent to Harbor Foundation by continuing the mission of community education about hospice services to Southeast Texas.
